Customer. A national veterinary products company, acquired a company that manufactures vaccines for animals.

Problem. The parent company received a complaint of the irregular sale of cattle vaccines by the newly acquired subsidiary and the falsification of quality control seals.

Investigation. The investigation found that for each “official” batch of vaccines produced, a second “puppy” batch was manufactured. Each official batch went through the quality control process carried out by a laboratory licensed by the Ministry of Agriculture. The laboratory attached a holographic seal to each bottle. It was found that laboratory employees were bribed to provide “counterfeit” holographic stamps to be attached to “puppy” vaccines that failed to pass quality control. The “puppy” vaccines were marketed irregularly along with official vaccines. The buyer could not distinguish between products that passed quality control or did not.
